Start on Holding

New ledgers start on Household. Stripe Checkout and the customer portal run in test mode when keys are set. RLUSD and XRP billing are a stub for a later release. Limits: Household 1 entity and 8 connections, Operator 4 and 20, Holding 50 and 100.
